Bring the Billion back into service and then see if the problem remains. Had the desktop remain 100% unchanged (OS patches, drivers, Chrome version, etc) since you swapped routers?

My 2860ac has an issue reporting false posative DOS Trace Route issues with some YouTube clients which I've reported to Draytek.
