Is it possible to use Draytek Router or AP settings to restrict video streaming on Wi-Fi?

We would like to be able to restrict or deny video streaming traffic to our users in our Village Hall. Because we are a Registered Charity, we wish to avoid having to buy a TV licence, as we don't have any other video display equipment, but streaming of BBC video media by Wi-Fi users may be construed as requiring a licence. I am not certain about this.
