L2TP - is it the router at fault?

I've put a network monitor on the VPN server. It seems that the router is blocking protocol 50 (ESP).
I'm loosing faith in these routers...

Is the client W2008? I have issues with 2008, but okay with the likes of 7, 8, and 10.

It's Win 7 and 10 clients that don't connect using L2TP. Apple devices connect fine.
I want people with BYOD to use L2TP as I don't want to issue them certificates for SSTP. I have a couple of routers connecting Lan to Lan using PPTP, so I can't use that protocol.

You need to configure the registry to let the OS know that it is NAT'ed both ends. If you use the VPN smart tool, it does this for you.
