Vigor 2830 self signed cert

Vigor 2830 self signed cert was created by johngordon
The vigor software version 3.6.8.5 sb shows a feature "Router auto generates unique self signed certificate for https upon firmware upgrade. How does this work? How do I sign a local certificate as it is constantly showing requesting.
Manuals all show creating a ROOT CA within the router and signing a local certificate with it but no way to do this!
This is all not very clear as documents suggest that all models that support SSLVPN...
"DrayTek routers that support SSL VPN each have a self-signed certificate that is unique to the router and is used for identification purposes to secure HTTPS and SSL VPN access to reduce the risk of man in the middle and other HTTPS impersonation attacks"

exact same problem on a 2850 and also unable to find an answer. If anybody has worked this out an answer would be really appreciated, and apologies in advance if it's something stupid I'm doing.
