I forget the login password for DrayTek Security VPN Router Vigor2962, Can we reset the password without reset the configuration?

The only option is to factory reset the router.
If you have saved modular configuration backups, then restoring them should be fine; https://www.draytek.co.uk/support/guides/kb-configuration-backup-modules
If the above has not been done, it is too late now. Sorry! I am sure that the DrayTek support team will help with any configuration assistance if needed.

If you factory reset the admin password will be reset to default

I think he means is the admin password stored in the configuration backup.  ie.  if he restores, applies the backup config will be once again be locked out of the router.

I'd imagine the answer is no: the admin password isn't saved (no idea about passwords for other parts of the config, ddns, vpn, etc though)
