Draytek 2862 User Mode management login access to control Wifi & LAN2 enable/disable

Hi,
I am trying to find a way to give simple access to the router management to allow enableing and disabling of LAN2 Vlan, Wifi's SSID 2, 3 and 4 while preventing the users from accessing the more critical configuration options that can cause problems such as factory reset.

To explain this is for a group of community care homes and the managers need to be able to access and block Wifi and LAN2 access and re enable regually.
We have already setup wifi schedules but they need to be able to control the Wifi SSID's and LAN2 at least manually.

I had considered writing a batch file to control this via CMD commands or similar but cant find any info to support this and while enabling User Mode login password to allow logging onto the routers web GUI with a blank username and the password does provide restricted access to the router it only gives access to LAN1 and only gives access to Wifi Access control to block specific MAC addresses and station list and does not give access to SSID enable/disable in the General TAB of wifi control.

Any help is much appreciated.
