Looks that way to me too.
I'm assuming that 192.168.4.1 and 192.168.3.3 actually exist and that in the real world they can't ping oneanother :?:
Do either of them run a local Firewall (that can be temporarily disabled):?: (Temporarily disabling the Vigor's Firewalls might be an interesting test, too)
I thought of another possible test:
Could you disconnect the 2860 <--> 2862 link (from say the 2862 first) and temporarily attach it to a PC instead (so you now have a PC attached to the 2860's 'link port'). Give that PC an IP address of 192.168.4.1. Can it ping the Vigor 2860 (192.168.4.253) and 192.168.3.3:?:
Then attach it to the 2862 instead (and set its IP to 192.168.3.3). Can it now ping the Vigor 2862 (192.168.3.253) and 192.168.4.1:?:
[Depending on it how it goes, there are some variations on a theme that might give clues. (eg can the PC set to 192.168.4.253 ping 192.168.3.3, (pretending to be the other vigor, rather than one of its clients). Can it ping 192.168.3.254 - ie get as far as the router for the other network, if not to the other network's client - this is quite complicated to write-up, but I hope you see where I'm going with it! (the PC can either pretend to be the remote client device, or the 'other' router)]
This ought to prove if the problem lies in one (or both) router(s) - or if it is, somehow, related to the connection between them.

I connected a standard Ethernet switch to the vigor 2860 instead of the vigor 2862
and it works fine - I can ping across subnets PC to PC.
So problem is the vigor 2862 or 2 vigors inter LAN connected does not work !

We've not been looking at this the right way
A diagram is in order ...
LAN "A " is 192.168.3.0/24 (all six ports on the 2860, except potentially Port 4)
LAN "B " is 192.168.4.0/24 (all four ports on the 2862, except potentially Port 4)
So which LAN is that marked with the yellow " :?: " It shouldn't be both 192.168.3.0/24 AND 192.168.4.0/24
(which is effectively what we've been trying to do )
You could either give the 2860 a 192.168.4.x address, and set up a VLAN/Network on Port 4 to match or give the 2862 a 192.168.3.x address (along with the VLAN/Network on its port 4).
But not both...
(Or maybe even, make LAN segment ":?: " a 192.168.5.0/24 network and give both Routers a 192.168.5.x address)
