Fair to say I'm lost!
I have swapped the Draytek for the BT hub which came with the fibre and now I am only getting 1 device on 192.168.1.1 (BT hub), leads me to think it must be a setting in the Draytek but I've been through everything and can't find it!

If you don't have a complicated configuration in the Draytek perhaps just re-set to factory defaults and start again?

Might be worth checking the ip alias setting

I don't think this is a Draytek issue...
The fact that it doesn't manifest itself when using the BT Router, is probably just down to the fact that the BT Router isn't detecting the problem!. I can't see why a Draytek product would ever fabricate a MAC address, that wasn't assigned to Draytek. The fact that the Netgear switch also spotted the imposter, implies that it is 'real' -it's out there somewhere - the Vigor wasn't just crying wolf.
The most likely culprits that need to generate MAC addresses (that I can think of), are Wifi access points ... and Virtual Machine implementations.

The reason I am 'blaming' the Draytek is that when the Draytek is connected the extra MAC shows on the Netgear but when the BT hub is connected the Netgear just shows 1 MAC for 192.168.1.1
I don't have any alias set but I'll do some further testing and see what I can find, if all else fails I'll factory reset and see what happens.
