Vigor 3900 - Inter VLAN Routing

Hi All,

In the process of configuring a Virgor 3900. I have setup the required VLANS and they are all working as expected.
Im now trying to configure it so the main VLAN (VLAN 1, 192.168.1.x) has the ability to access all the other VLANS but the other VLANS cant access each other.

Ive followed the guide here (https://www.draytek.com/en/faq/faq-connectivity/connectivity.lan/how-to-block-or-pass-traffics-between-different-lan-networks/) but cant seem to get it working.

This is how my VLANS are configured:



And this is how i have my Firewall IP filter setup:


If I do a "tracert" then it looks like the router knows what it should be doing as it shows it crossing to the different VLAN:


And if i scan the open ports on a device on another VLAN then it lists the ports i would expect to be open:


But if i try and access the web page of the device on another VLAN i get a connection time out. It almost appears if the data gets to the correct VLAN but then cant get back to the originating VLAN.

What am i missing?
