Seems a guy on Plusnet having exactly the same problem. So probably
not ISP related.

Finally after almost 4 weeks and testing with Vigor 2830, Vigor 2862 and two different FritzBoxes, BT found a problem at their end,
some sort of build issue (?) and after fix applied the link now connects and PPPoE session establishes.
