Windows Defender blocking .ALL firmware files

Windows Defender blocking .ALL firmware files was created by 64bitben
Hi Guys,
I have an issue when trying to download the latest firmware for any DrayTek router.
Windows displays the .ALL file with a Windows defender logo, then if I try and upgrade the router with this file it puts the router in a damaged firmware state. (it's like the file is being blocked?)
I've tried with exclusions in defender, and tried turning it off completely but can't get round it.
Any suggestions?

Odd, not happening on any of my systems?
As a work around you could download the firmware from their FTP site (ftp.draytek.com) using a free ftp client like FileZilla.
