Would much prefer to have the option of Google Authenticator as an alternative to mOTP for VPN users and Administrator users.

Indeed - temporal one time passwords would be a very nice, cheap,and easy to implement feature. Additionally it does not rely on having mobile coverage available.

I think you misunderstand how Google Authenticator works. No need for high quality coverage.

The benefit is a much simpler user experience

Have you tried this Android App. Dead easy to use and set up.
