2860n VPN QoS

I've got a PPTP VPN running on a VPS and I'm connecting my 2860n to it with an always-on LAN-to-LAN profile. I'm then using a Route Policy to force all traffic from LAN3 (192.168.3.x) through the VPN and the next thing I want to do is give that traffic priority using QoS.
However, when devices on LAN3 are using the VPN, QoS does not seem to register any inbound traffic whatsoever. For example, here's the QoS status if I download a file directly through WAN1 via LAN1:
Notice the 2MB/s inbound throughput.
Now, here's the QoS status if I download the same file through the VPN via LAN3:
This time, the file is downloading at around 600KB/s but there's practically no inbound throughput being displayed at all for any class; just a small amount of outbound throughput.
Even if my VPN class rules were wrong, surely the "Others" class should be registering inbound throughput? Anyone know what's going on here?
I have Hardware Acceleration disabled so that can't be the problem...

I have a similar issue with a 2952 not showing ANY outbound traffic at all
