2860 Bandwith IP Selection not working

2860 Bandwith IP Selection not working was created by fopetesl
Firmware 3.7.8
Bandwidth limit enabled
Tx limit: 5000 Rx limit: 10000
Limitation List
192.168.32.60 to 192.168.32.193 tX Rx as above
192.168.16.67 to 192.168.16.99 -- " --
192.168.16.35 to 192.168.16.65 -- " --
firewall - General Setup - Data Filter on
The listed limitations are client stations, (Ubiquti), the rest are backhaul links.
Whatever I set in the limitations list every IP address on our WISP network is limited to 10 down 5 up.
That includes the backhaul links which I would like to run at fibre link speeds, 80 down & 20 up. (OK we'd never actually get these speeds but somewhere near).
I've tried everything I can find on the forum without effect.
What am I (not) doing?

Is the Smart Bandwidth Limit configured & active based in the active session count ?
If you set the default to 0 (unlimited) with specific values for the ranges does this work ?
Have you tried using a newer firmware version ?

You mean entered into Limitation List?
I looked at the release notes which do not make it at all clear which firmware applies to our router.
