2960 slow ping

Hi all,
I'm troubleshooting a problem on a network where the feedback is that the internet doesn't feel "snappy" to quote a user. I've got a 2960 that's got two WANs and four LANs, each LAN is a separate subnet. Pinging anything on the local network is instant i.e. <1ms, but the second I ping the Draytek the response time could be anything from 10ms to 200ms. It doesn't matter which LAN interface I use, it's always the same. The Draytek isn't reporting any high resource usage or anything, the CPU is usually around 6%. Could it be faulty Draytek or a configuration issue?

Is it all layer two is the switch doing any lay 3 routings?
Is the 2960 on the latest firmware.
I ran a test from a site with a 2960 (only running 2lans mind) and the response is normal
Pinging 192.168.50.254 with 32 bytes of data:
Reply from 192.168.50.254: bytes=32 time<1ms TTL=64
Reply from 192.168.50.254: bytes=32 time<1ms TTL=64
Reply from 192.168.50.254: bytes=32 time<1ms TTL=64
Reply from 192.168.50.254: bytes=32 time<1ms TTL=64
I have seen issues on older firmware before...
