I don't think draytek know about it, it's not in the new firmware at all so it's worth reporting to them so it can be added. From what I can tell it's a proxy like ultrasurf
One thing you could do is use the LAN DNS feature to make whatever hostnames that zenmate use point to nothing, or set up the DNS filter to block zenmate as a keyword

Its like ultrasurf, except its a plugin for chrome.
I'm looking for the ability to stop all such programs from working as there are so many for them, and just doing keyword blocking for 'zenmate' solve the actual issue.
From your answer it seems like there somewhere I can specifically block ultrasurf on the router - do you mind showing where?

That's really difficult though, it needs to be done on the basis of "per-application" because each of these proxies just use HTTPS, which you can't really block without breaking most internet access now.
The web content filter would have a list of proxy sites though and the router can block those via DNS, so that should help, I don't have a license active right now to check though
