2860n Static Route Not Working?

Hi,
I have a need to be able to access a second IPv4 subnet within my network. The 2860 is the core router with 2 wan interfaces, and an internal 10. subnetted to class C (255.255.255.0). On this network there is another router providing access to the 10. from a 172. subnetted as a restricted class C (255.255.255.128).
I wish to be able to route to the 172 subnet from the 10 subnet.
The network looks like this:
Vigor 2860
> AH Router
WAN 10.0.0.1 10.0.0.112 172.18.0.129
I have created a static route (excerpt from routing table)
S~ 172.18.0.128/ 255.255.255.128 via 10.0.0.112 LAN1
When I traceroute to 172.18.0.129 from a device on the 10. subnet, the first hop is the 2860, the second is one of the WAN routers.
Is there a reason why the static route is not taking effect?
The firmware on the 2860 is 3.7.4.2

Try disabling your load balance / route policy rules to see if that makes a difference, if it does, try updating the firmware - they changed how policy routes work with later firmware so that they don't over-ride static routes by default any more.
