Well after getting an Open reach engineer out to say that there was nothing wrong with the line, I now have normal speeds, but upload is now down to 10mbs for both DrayTek and TT routers so I assume DrayTek fixed it but both are way down from the 20mbs.

If i understand correct the TT modem is getting low upload as well?
How far is the cable from master socket to modem? (rj11)
I would say to try a small up to 1-2 meters max, rj11 cable (a cheap one) ... but having only 2 pins connected only in the centre
Not the one is coming in the box from draytek unit but try the one from the box of TT modem or if and this one has 4 pins connected try one from an old modem
