Thank for the reply. If I leave it alone it reboots then repeat.
Support has got back to me and kindly asked if I have been following the proper procedure.
Chances are I am, I must if tried around 50 odd times by now.

Did you try the hard reset and upload .RST firmware file at all? That resolved the issues I was having, the .RST file will lose all of your settings on the router (as if new out of the box) but once reconfigured this method resolved the issues I was having.
It looks like differences between old and new version features results in some issues being caused, in my case I couldn't even login to the router menu.

i think the bootloader may freeze or conflict
leave it 5 min to see if will still reboot, it may stop doing it
In mean time using windows or mac when trying to update via tftp?
Also you need the *rst* files
Here can try with previous file & do make sure you do the right process steps
ftp://ftp.draytek.com/Vigor2860/Firmware/
Each time trying update see if will stops re-booting ... if you manage to make it stop rebooting ... let it alone powerd on(even all leds are on but not flashing) for long time till recovers

Got it
I was using 192.168.1.2 as my local IP instead of 192.168.1.10 - not sure if that made a difference but it worked!!!
Firmware now says Jan 2015

Is highly possible this the reason because the dhcp/ip at drayteks by defult starts with 192.168.1.10 & may be the same during tftp ... i always use 192... 10 & above even for tfpt
At the end all good
