2830 Management from the internet was created by dmccabe
I have been using Draytek products for quite sometime and have not come up against this issue again.
However we have a 2830 which to all intents and purposes has management from the internet switched off, so it is only accessible from the internal LAN.
However when browsing to thehttps://externalIP I am still getting a login screen for the router.
I have enabled and disabled internet management and rebooted all day long.
But it is still accessible from the web

Silly question, but are you definitely testing it from outside the network?
DrayTek's have a nice function whereby stuff directed to the external IP of the router from INSIDE the network, will stay INSIDE the network.
So e.g. if my external IP is 86.86.86.1, I have internal web management enabled, and I go tohttp://86.86.86.1 in my browser, my request will never actually leave the network.

I remember older firmwares will not allow even from inside the network, but i may test sometime currently with my 2830n (latest firmware) is in use

Firmware Version : 3.6.6.1_sb_232201
Yes I am definitely outside the network, I am accessing the machine via TeamViewer to get to it internally.
If it makes any difference the router is connected to an ethernet on WAN2 for fibre access.

I just tested mine, firmware 3.6.7.2 with a draytek 2830n SB, (note i always using the *rst* file extention to avoid conflicts with previus firmwares new added features & settings)
i am wired at Lan 1
before test ... i had on Allow management from the Internet and i did type my external ip ... was giving access to my router admin page
after test ... disable (unticked) the Allow management from the Internet ... type in the external ip address ... no access (web page is not available)
Both tests are in my network because i am not out for now ... but it should work ... to me seems all works great
this is my address right now if you can access it ( you should NOT ... i have allow management from internet turned off)http://87.203.126.169/ ... i don't mind if you test because i have dynamic ip and later i will enable again so after the reboot the ip will change
Let me know by later if you can access it as i am with the same model as you right now
