I would say to contact the support
http://www.draytek.co.uk/support/techquery.html
They should be able tell you what is supported via load balance and If ... how
Personal the limited time i have contact them, are good and they helping

EDIT
At WAN >> General Setup settings (of each wan) i can see with the new beta (2850 model) from UK download support pages, there is a small box next to active mode ... a load balance small box
If you untick this at wan you want to Not load balancing and have the est settings at load balnce how you preffer it ... is helping?
Maybe unticking the box of load balance ... it will not load balance one wan and just let the policies you have set go through ??

Hmmmm

Making some progress with support.

It appears I have some kind f config corruption.

This morning, at supports request I reset my router and reconfigured it from scratch.

the good news is that load balancing did appear to work correctly.

The bad news was I could not get ANY of my wireless devices to access the internet.

Neither was the IP binding working correctly.

Either through the Draytek WiFi or indeed any of my Apple Time Capsules or Access points.

After 2 hours of trying I finally restored the old config file, which broke load balancing but all my wireless devices burst into life and IP binding again worked as expected!!!!!

I am truly puzzled as to what I did wrong!

Depressed of andover...... :|

Just thought I would finish this thread off.

It appears I must have had a corruption somewhere in my config.

After a full reset and re-entering all of my setups, load balancing policy is working spot on and exactly as I wanted.

Perfect and now very happy of Andover! :D
