Routing from 2820 to 3300

Routing from 2820 to 3300 was created by chilling
Ignoring the reasons why but I need to configure a 3300 behind a 2820.

I need the following:
2820:
LAN1: 172.20.2.0/24
VPN: 172.20.2.0/24 + 172.20.1.0/24 to 172.20.3.0/24
Static Route: LAN: 172.20.1.0/24 to 172.20.2.252

3300:
WAN2: Eth 172.20.1.252 to 172.20.2.252
LAN: 172.20.1.0/24

The following is routing correctly:
1. All internet traffic
2. 172.20.2.0/24 to 172.20.3.0/24
3. 172.20.3.0/24 to 172.20.2.0/24
4. 172.20.1.0/24 to 172.20.2.0/24
5. 172.20.1.0/24 to 172.20.3.0/24

no routing
6. 172.20.2.0/24 to 172.20.1.0/24
7. 172.20.3.0/24 to 172.20.1.0/24

ie traffic to the 172.20.3.0/24 subnet is going to 3300 external WAN ip 172.20.2.252 but not routing inbound onto the 172.20.1.0/24 subnet.

Any suggestions as to what I should be checking?
