I did originally have my 2 draytel accounts working on my Gigaset DX800A, I've just got the Cisco SPA232D to Register the LINE 1 , PSTN and DECT 1 to my one account with DrayTEL
its basically touch and go , trying to setup the following to work together
Location 1
Draytek 2860Vac with 1 DrayTEL account for Guest Payphone / FAX with PSTN 2 ( Fax land line number )
Cisco SPA232D with account with DrayTEL , PSTN 1 ( main Land Line number ) to VOIP forwarding to location 2/3

Are you using the same DrayTEL account? If you're using the same DrayTEL account then I think using nat.draytel.org as the outbound proxy could have a limit to the number of simultaneous connections with the outbound proxy - which with a dynamic IP on an internet connect and a disconnection causing reregistration with a different IP could lead to an issue. If that is the case then maybe try adding some alias accounts to the primary (I think this can be done in the DrayTEL control panel, but it's been a while since I looked)
