Well , you got the answer , what you are trying to do is not possible.
The Vigor 130 is a modem , it has no routing functions even in bridge mode.

The Vigor 130 out of the box is set up as a dumb VDSL/ADSL modem.
If you want it to be a router, you can change the settings and it does firewall, NAT, Port-Forwarding, Open-Ports, it can be the network DHCP server and lots of other things too.
It is NOT just a modem if you don't want it to be.

You had better qualify your statement with the exact process to achieve this. DrayTek themsleves will tell you that it is NOT possible.
