Router Login Page Exposed to the internet on port 443

Would appreciate any guidance you can give. I am trying to understand why the router admin page is exposed over the internet on port 443 even though I have NOT enabled "Allow management from the Internet" for IPv4 or IPv6.
SSL and IPSec VPN are enabled so port 443 is open and SSL VPN is set to use default port 443.
I cannot login using a known user ID and password but even so, I can only assume I have missed something in the configuration because it seems very strange that the admin page would be visible.
Any help appreciated.

If you can't log in, then why do you think the admin interface is exposed and it's not just the SSL login... ?
